Information and resources for employees who have experienced indefinite layoff or reduction in time.

About layoffs and reduction in time

A layoff is the involuntary separation of a career, non-probationary staff employee from employment or a reduction in the appointment percentage due to a lack of funds or lack of work (including lack of work due to reorganization). The terms, conditions, and employee rights during and after layoff are governed by applicable Collective Bargaining Agreement (union contract) and University policy.

Employees should familiarize themselves with the policies and/or union contracts that apply to their position, as rights may vary depending on the applicable union contract or personnel policy.

Well-Being Resources

  • Faculty Staff Assistance Program (FSAP): provides free confidential employee counseling services. FSAP counselors can meet with you on a limited basis to provide support, counseling, and referral services. Read more online.  FSAP provides:

Benefits

If you have received a Notice of Layoff, review the Termination of Employment Benefits Fact Sheet. It explains how your benefits are affected.

Information on the impact of your layoff on any health plans you are enrolled in through the University, as well as how to continue coverage under those plans, will be sent to your home address. Get additional information about all of your benefits, including retirement benefits, at UCNet.

Consolidated Omnibus Budget Reconciliation Act of 1985 (COBRA) information will be sent to your home address shortly after your separation date. It will outline the steps to take to continue certain benefits. Get additional information about COBRA on UCNet

Talent Acquisition (Employment)

If you are eligible for preferential reemployment, it will be indicated in your layoff notification letter. If you elect preferential reemployment, contact Antoine Despres as soon as possible to discuss current job openings and the preferential reemployment process

Your preferential rehire rights will not be active until you have met with the Preferential Reemployment Coordinator.

Unemployment insurance

As an employee on layoff status, you may be eligible to receive unemployment insurance benefits. To determine your eligibility, you must file a claim at a local office of the State of California Employment Development Department. Employees may file unemployment insurance claims by calling EDD at 800-300-5616 or online at the EDD website.

Union-represented employees

UCSF employees in a position represented by a bargaining unit have certain rights in relation to layoff that may vary depending on the union contract (collective bargaining agreement) that governs your position. These rights may include preference for reemployment and recall to the job from which you are laid off. You may be eligible for severance pay. Review the section(s) related to layoffs and reductions in time in the union contract that covers your position.
