FY24 Proposed Base Salary Increases for Policy-Covered Employees

Non-represented staff will receive a 4.6% base salary increase, contingent upon the state budget.

UC President Michael Drake has announced an expected 4.6% across-the-board base salary increase for policy-covered (non-represented) staff for fiscal year 2024 (FY24).

These salary increases are contingent upon UC receiving the 5% funding increase in the governor’s current proposed state budget, which has not yet been finalized, and are subject to change. In the event current budget expectations change, updated information will be provided.

Once the UC-wide salary program is authorized by President Drake, UCSF will work within its own budget process to approve and implement the increases. Initial details are the following:

  • Policy-covered staff employees who meet the eligibility requirements (below) will receive a 4.6% increase to base salary effective June 25, 2023 for employees who are paid biweekly and effective July 1, 2023 for employees who are paid monthly.
  • The increase is expected to appear on the July 19, 2023, paycheck for employees paid biweekly and on the Aug. 1, 2023 paycheck for employees paid monthly. Employees on leave of absence without pay will receive any retroactivity due to them upon return to pay status.

Eligibility requirements

  • Generally, eligible staff will be those hired into career or contract positions on or before Jan. 9, 2023. Appointments must be at 50% or more.
  • An employee's most recent performance rating must be rated at the “Meets” performance level or better to be eligible for this salary increase. If no performance rating is on file, the rating will default to “Meets.”

Salaries for employees who are represented by various unions are not addressed through this program because their wages are governed by collective bargaining unit agreements.
