Changes Coming to CTO for Campus Non-Exempt Staff

The upcoming changes standardize the practice for CTO across UCSF.

Compensatory Time Off (CTO) or "Comp Time" is the ability to bank hours in lieu of getting paid out overtime. These banked hours can be used by eligible teammates in the place of vacation/personal leave or if unused, will be paid out to the teammate at the time of separation or movement to an exempt position that does not offer CTO. 

With the rollout of MyTime: Integrated Timekeeping and Scheduling in the first half of 2025, there will be changes to how CTO is managed for Campus non-exempt staff. These changes standardize the practice for CTO across UCSF.  

Please Note: The Police comp time process is separate and out of scope for these changes.  

Effective with the MyTime rollout out, here’s what will change for eligible teammates:

  • All eligible teammates will be offered the option to elect CTO in lieu of their overtime being paid out. The CTO election will be offered at the time of hire and then annually in accordance with applicable collective bargaining contracts. CTO elections will take place electronically in MyTime when it goes live. 
  • Eligible teammates will have a new election period of 30 days when MyTime goes live. Teammates who have already made an election will not be required to re-elect.  
  • Accumulated but unused CTO will be paid out to teammates twice per year in April and October, with the exception of teammates represented by the California Nurses Associate (CNA) who will maintain a bank of 36 hours when electing CTO. 
  • Due to the timing of the MyTime Rollout the first payout will be in October 2025. 
  • Teammates will have their CTO balance paid down to 100 hours each pay period once the balance is reaches120 hours. 
  • Shift differentials earned for working overtime during evening and night shifts will be paid on the same paycheck as when the CTO hours are earned. As a result, shift differentials will no longer be paid when the CTO is used. This change applies only to teammates who are in shift differential eligible job codes.  
  • Teammates may accrue no more than 240 hours of CTO. Any overtime earned once the 240-hour threshold is hit will be paid out as overtime.  
  • Advertised election periods (March - April for NX; June for all other unions).
