UCSF Executive Compensation Overview
UCSF is one of five UC campuses with health science schools and is the sole campus that is graduate-level only with a health science focus.  Because of UCSF’s unique health sciences structure, the executive leadership has complex compensation and benefits programs that cross multiple programs such as Senior Management Group (SMG), Faculty Administrators/Deans, and high-level Management and Senior Professional (MSP) staff, collectively known as the Executive Compensation Group (ECG), covering both the UCSF Health System (including Children’s Hospital Oakland) and all campus control points.

Approval Matrices and Guidelines
Listed below are approval authority documents for MSP and SMG positions.

Human Resources Executive Compensation Unit
The Human Resources Executive Compensation Unit manages executive-level compensation and programmatic processes and is the primary resource and business partner for executive-level questions, executive program compensation strategies, and compliance, and provides the following services:

  • Comprehensive management and coordination of UCSF’s executive compensation activities for both the campus and UCSF Health, including preparation of executive compensation items subject to local approval as well as Presidential and Regental approval; ensures critical policy and process compliance, consistent within the directives of the Office of the President and Regents.
  • Serves as the faculty administrator specialist for the campus, in partnership with the Assistant Vice Provost of Academic Personnel.
  • Prepares detailed and critical compensation annual reports while interfacing with the OP executive compensation unit: Annual Report on Executive Compensation, Annual Report on Outside Professional Activities, and Annual Report on Executive Compensation for Deans/Faculty Administrators.
  • Coordinates the annual SMG and faculty administrator performance assessment process.

Approval Process for Executive Compensation Group Requests

  • Senior Management Group Positions (Campus and UCSF Health)
    • Submit request via email directly to the UCSF SMG Coordinator.
    • The SMG Coordinator will prepare required documents for Presidential and/or Regental approval.
    • Once approval is secured, local notifications are distributed, and the action is implemented by the SMG Coordinator.
    • Announcements of SMG actions must be withheld until approvals are secured.

  • MSP Positions (Campus)
    • Submit request via HR’s “PeopleConnect” or “Service Request System” (SRS).
    • Approval thresholds:
      • Total Cash Compensation < $310,000, without or without policy exceptions = Standard compensation approval procedures
      • Total Cash Compensation =/> $310,000, without or without policy exceptions = Chancellor approval required (and, depending on the request, Presidential and/or Regental approval may be required)
    • If Chancellor or higher level approval is required, the Campus Compensation Manager will forward the request to the HR Executive Compensation Specialist for securing required approval(s).
    • Once approval is secured, the Campus Compensation Manager notifies the department of the approval and coordinates implementation.
    • Announcements of actions must be withheld until approvals are secured.
