On Monday, May 18 President Napolitano announced a systemwide freeze on salaries for policy-covered staff employees, as well as a systemwide freeze on salary scales for policy-covered, non-student academic appointees effective July 1, 2020 through June 30, 2021. On Tuesday, May 19 Chancellor Hawgood announced this information to the campus community.

The salary freeze requires approval from each UCSF Control Point (designee), for all policy-covered staff reclassification, equity, and stipend requests effective July 1, 2020. Control Points will be communicating their internal processes prior to that date.

Even though exceptional approval is not required until July 1, we do not anticipate a large increase of policy-covered PeopleConnect Management Actions cases impacting salary in the month of June. It is our belief that the campus is aligned with the principles of the salary and hiring freeze and that the only requests we will see are those that are essential to supporting the mission and operations of the campus.

Detailed information on this freeze, including FAQ’s and an Approval Guide for Requesting Hiring and Salary Freeze Exceptions for Staff Employees can be found in the COVID-19 Manager Guide.
