The American Federation of State, County and Municipal Employees (AFSCME) membership for the Service (SX) Bargaining Unit ratified an agreement with UCSF on January 31, 2020. Below is the summary of the upcoming SX wage implementation actions and dates for FY 2019-2020.

  1. 3 percent ATB: All SX represented employees are eligible for Across the Board (ATB)IF an employee is in the SX bargaining unit on the effective date of the ATB AND on the pay date.
  • Biweekly: 03/22/2020 through 04/04/2020 – Pay Date: 04/15/2020
  1. Step Increase: All SX represented employees are eligible for a Step Increase, IF an employee is in the bargaining unit on the ratification date of 1/31/20, the effective date of the increase AND on the following pay date:
  • Biweekly: 04/19/2020 through 05/02/2020 – Pay Date: 05/13/2020
  1. Lump Sum Payment: All potential SX represented eligible employees must be in the bargaining unit on the date of ratification, the effective date of increase, AND on the pay date.
  • Eligible appointment types include:
    • Career: Only non-probationary
    • Limited or Per Diem: All employees who worked at least 400 hours in the look back period
      • Look Back Period: Time period to calculate Time on Pay Status (TOPS) for Biweekly employees is 12/30/18 to 12/28/19
  • Amount of Lump Sum:
    • Career: $2,500 with a pro-rated amount based on TOPS in the 2019 look back period.
    • Limited and Per Diem: $500 flat amount as long as 400 hours TOPS is met in the 2019 look back period.
      • Limited or Per Diem employees who converted to career appointment in 2019 shall receive the pro-rated $2,500 lump sum payment
  • Pay Period:
    • Biweekly: Covers 4/19/20 through 5/2/20 – Pay Date: 5/13/20

AFSCME membership for the Patient Care Technical (EX/PCT) Bargaining Unit ratified an agreement with UCSF on February 7, 2020. Below is the summary of the upcoming EX/PCT wage implementation actions and dates for FY 2019-2020.

  1. 6 percent ATB: All EX/PCT represented employees are eligible for ATB, IF an employee is in the bargaining unit on the effective date of the increase AND on the pay date.
  • Biweekly: 04/5/2020 through 04/18/2020 – Pay Date: 04/29/2020​
  1. Step Increase (UCSF specific): EX/PCT represented employees are eligible for a Step Increase IF the employee is in the bargaining unit on the effective date of the increase AND on the pay date, AND if the employee reaches a new experience threshold:
  • Biweekly: 07/12/2020 through 07/25/2020 – Pay Date: 08/05/2020
  1. Lump Sum Payment: All potential EX/PCT eligible employees must be in the bargaining unit on the date of ratification, the effective date of increase, AND on the pay date.
  • Eligible Appointment Types Include:
  • Career: Only non-probationary
  • Limited or Per Diem: All employees who worked at least 400 hours in the look back period
    • Look Back Period: Time period to calculate Time on Pay Status (TOPS):
      • Biweekly: 12/30/18 to 12/28/19
  • Amount of Lump Sum:
    • Career: $3,000 with a pro-rated amount based on TOPS in 2019 look back period
    • Limited and Per Diem: $500 flat amount as long as 400 hours TOPS is met in the 2019 look back period
      • Limited or Per Diem employees who converted to career appointment in 2019 shall receive the pro-rated $3,000 lump sum payment
  • Pay Period:
    • Biweekly: Covers 5/3/20 through 5/16/20 – Pay Date: 5/27/20
