All benefits-eligible employees are able to enroll their domestic partners and their partners’ eligible dependents as long as the relationship meets established criteria. Effective January 1, new eligibility rules with regard to enrolling domestic partners will apply to UC employees eligible for Full, Mid-level or Core benefits as well as postdoctoral scholars eligible for the Postdoctoral Scholar Benefits Plans.*

What Is Changing on January 1, 2019

  • The current requirement for opposite-gender domestic partners that one or both be age 62 and eligible for Social Security will no longer apply
  • Domestic partners who are enrolled in medical, dental and/or vision benefits will automatically be designated as the survivor for UCRP benefits, subject to additional eligibility requirements

Adding a domestic partner has important impacts - UC’s contribution towards the premium for medical, dental and vision for a domestic partner (and partner’s children) may be considered “imputed income” and may be subject to federal and California state income taxes, as well as Social Security and Medicare taxes (FICA) and any other required payroll taxes; see “Imputed Income” for more details. Interested employees should take advantage of the resources on UCnet to support an informed decision. 

Employees may enroll a new domestic partner during this year’s Open Enrollment (Begins: Thursday Oct. 25 – Ends: Tuesday Nov. 20, 2018, 5:00pm). Coverage will be effective Jan 1, 2019. Outside of an Open Enrollment period, beginning next January, adding a domestic partner is subject to the standard qualifying events that govern all benefits enrollment actions. All UC employees who enroll a family member in benefits are required to submit documentation to verify the relationship, as part of the Family Member Eligibility Verification. A packet will be sent by mail following enrollment.
