Last year UC implemented a new method to measure hours for continuing benefits eligibility based on the Affordable Care Act (ACA) guidelines.

Who was Impacted?
All employees enrolled in or opted out of benefits 

What Changed?
Once an employee becomes eligible for health benefits coverage eligibility remains active for at least 12 months if the employee remains employed 

How is Continuing Eligibility Determined?

  • UC measures an employee’s average hours of service once a year, in November, over a 12-month “look-back” period rather than checking this measurement each month
    • An employee that becomes newly eligible for benefits must complete a full Standard Measurement Period before being measured for continuing eligibility
  • Current Standard Measurement Period (SMP):
    • Nov. 1, 2015 - Oct. 31, 2016, for monthly paid employees
    • Nov. 5, 2015 - Nov. 5, 2016, for employees paid biweekly
  • Eligibility Thresholds:
    • Standard Appointment Types: 17.5 or higher ‘average weekly hours of service’
    • Per diem and employees paid solely by agreement: 30 or higher ‘average weekly hours of service’
  • If the eligibility threshold is met, the employee will continue with benefits eligibility for the full 2017 calendar year assuming employment continues
  • If the eligibility threshold is not met, the employee will lose their benefits eligibility for calendar year 2017

Considerations for Department Managers/Supervisors:

  • When making your business plan keep in mind that going forward benefits eligibility for your employees may continue for a longer period of time, which may result in an increase in benefits costs to your department.

What Are The Next Steps?

  1. The Benefits Specialty Center will review the SMP reports this November and December.
  2. Benefits, in coordination with HR Shared Services, will be notifying employees (and their departments) who will be losing coverage at the end of the year. Please note that last year very few employees lost coverage.
