The UCSF Temporary Employment Program (TEP), which supplies temporary staff to the UCSF Campus and Medical Center, is adjusting the administrative fee by 3 percent effective Sept. 1, 2015. The administrative fee is applied to the temporary employee’s pay rate and is charged to the department via recharge. The administrative fee will change from the current fee of 13.1 percent to 16.1 percent.  

The administrative fee covers the cost of the TEP operations on a break-even basis. The TEP has enhanced its services over the years to include interviewing all candidates, conducting reference checks, and skills testing candidates in common Microsoft applications including Word, Outlook, and Excel.  

The TEP has also enhanced its efforts to recruit a diverse applicant pool to fill UCSF’s temporary opportunities. Efforts include attendance at local diversity and college/university career events and partnering with community-based organizations that serve underrepresented minority populations, including veterans and people with disabilities. Sixty-five percent of the TEP’s hires are from an underrepresented minority group, and each year the TEP hires over 200 employees to fill over 400 temporary assignments.  

While the TEP regrets having to increase its customers’ fees, the TEP markup is very competitive to the rates charged by other temporary agencies. The average TEP markup over pay rate, which is inclusive of the administrative fee and average benefit costs, is 34 percent over pay rate. In comparison, the average markup of other temporary agencies contracted with UCSF is 37 percent over pay rate.
